6. ELIGIBILITY CRITERIA:
(A) Nationality /Citizenship:
a. A candidate must be either (i) a
citizen of India, OR (ii) a subject of Nepal,
OR (iii) subject of Bhutan, OR (iv)
a Tibetan refugee who came over to India before 1st January,
1962 with the intention of permanently
settling in India,
OR (v) a person of Indian origin who has migrated from Pakistan, Burma,
Sri Lanka, East African countries of Kenya,
Uganda, the United Republic of Tanzania (formerly Tanganyika and
Zanzibar), Zambia, Malawi, Zaire, Ethiopia and
Vietnam
with the intention of permanently settling in India. Provided that a
candidate belonging to categories (ii), (iii),
(iv) & (v)
above shall be a person in whose favour a
certificate of eligibility has been issued by
the Government of India. A candidate
in whose case a certificate of eligibility is necessary may be admitted to
the examination/ interview conducted by the
Bank
but on final selection, the offer of appointment shall be given only after
the necessary eligibility certificates issued
by the
Government of India is produced before the Bank.
Domicile: For the post of Office Assistant
candidate must be a domicile of Punjab.

Above relaxations are available only if the
candidates fulfill the various conditions
prescribed in the Govt. of India orders
and instructions in this regard. To claim age relaxation, reserved
category candidates should submit a copy of

Definition: Physically Challenged Persons (PC)
–
Definition of Categories of Disabilities:
(a)
An Orthopaedically Challenged (OC) person is
one suffering from Locomotor Disability or
Cerebral Palsy. Persons who
suffer from not less than 40% of relevant
disability (as certified by a Medical Board
appointed by the Central / State Govt.)
would be eligible for reservation in services/
posts.
Locomotor Disability means disability of the
bones, joints or muscles leading to
substantial restriction of the movement of
the limbs or any form of cerebral palsy.
Cerebral Palsy means a group of non
progressive conditions of a person
characterized by abnormal motor control
posture
resulting from brain insult or injuries occurring in the pre-natal, peri-natal,
or infant period of development.
(b)
Deaf & Hearing Impaired (HI) : the deaf are
those persons in whom the sense of hearing is
non- functional for ordinary
purposes of life i.e. total loss of hearing in both ears. They do not
hear; understand sounds at all even with
amplified
speech. Hearing impairment means loss of sixty
decibels or more in the better ear in the
conversational range of frequencies.
(c)
Visually Impaired: (VI) The visually impaired
persons are those suffering from blindness or
low vision.
Blindness –
refers to a condition where a person suffers
from any of the following conditions:
(i) Total absence of sight, (ii) Visual acuity
not exceeding 6/60 or 20/200 (Snellen) in the
better eye with correcting lenses,
(iii) Limitation of the field of vision subtending an angle of 20 degree
or worse.
Person with low vision – means a person with
impairment of visual functioning even after
treatment or standard refractive
correction, but who uses or is potentially capable of using vision for the
planning or execution of a task with
appropriate assistive device.
The visually impaired candidates and
candidates whose writing speed is affected by
cerebral palsy can use their own
scribe at their cost during the written
examination. In all such cases where a scribe
is used, the following rules will apply:
The candidate will have to arrange his/ her
own scribe -
i)
at his/ her own cost.
ii)
The academic qualification of the scribe
should be one grade lower than the stipulated
eligibility criteria.
iii)
The scribe can be from any academic
discipline. The scribe should possess 60% or
lesser marks.
iv)
Both the candidate as well as the scribe will
have to give a suitable undertaking,
confirming that the scribe
fulfils all the stipulated eligibility
criteria for a scribe as mentioned above.
Further, in case, it later transpires that he/
she
did not fulfil any of the laid down eligibility criteria or suppresses
material facts, the candidature of the
applicant will
stand cancelled, irrespective of the result of
the written examination.
v)
Such candidates who use a scribe shall be
eligible for extra time of 20 minutes for
every hour of the examination.

eligibility/pass in the test shall Not
vest any right for being called for interview.
The detailed information regarding the written
test will be given in the "Acquaint Yourself
Booklet” which will be sent to
the candidates alongwith the call letter for
written examination. The Bank reserves the
right to hold a second stage of written
examination if required, on the basis of the order of merit in the written
examination of the first stage as referred to
above. If the second stage of written examination is held, the subsequent
process of interview and further process would
be on the basis of order of merit secured in the second stage examination.
Final selection will be on the basis of the
ranking accorded, after adding the marks
obtained in the written
test and interview, subject to securing
minimum marks in the written test and
interview, as stated above.

right to add or delete the centres of Pre-Examination Training depending
upon the response. An eligible candidate, who
wishes to avail Pre-Examination Training, may indicate the same at the
appropriate place in the application form. All
expenses
regarding travelling, boarding, lodging etc will be borne by the candidate
for attending the Pre- Examination Training
programme

Further there is a provision to modify the

Modification will be
allowed only three times. No modification will
be permitted after

Candidate in their own interest are advised to
apply on-line much before the closing date and
not to
wait till the last date for depositing the fees to avoid the possibility

12. PROBATION:
FOR Post Code- 01 (OFFICER SCALE-III), FOR
Post Code- 02 (OFFICER SCALE-II) AND FOR Post
Code- 03 (OFFICER SCALE-I)
Selected candidates, if certified fit
medically; will be appointed as Officer in
respective scale, on a probation for
two years, which shall be extendable by the Appointing Authority for a
period not exceeding one year. The Bank
reserves the right to terminate service of the
candidate if found unsuitable at any time
during probationary
period or the extended probationary period without any notice or assigning
any reason thereof.
FOR POST CODE – 04 (OFFICE ASSISTANT):
Selected candidates, if certified fit
medically; will be appointed as Office
Assistant, on a probation for one year,
which shall be extendable by the Appointing
Authority for a period not exceeding six
months. The Bank
reserves the right to terminate service of the candidate if found
unsuitable at any time during probationary
period or the extended probationary period without any notice or assigning
any reason thereof.
13.
GUARAntee BOND:
FOR Post Code- 01, 02
and 03
(OFFICER SCALE-III, II and
I)
Before joining as Officer in the respective
Scale, the selected candidate will be required
to give an undertaking
to serve the Malwa Gramin Bank for a minimum
probation period i.e. for two years. In the
event of resigning
from the Malwa Gramin Bank before the expiry
of the bond period, they will be liable to pay
liquidated
damages of Rs. 50,000/-(Rs. Fifty thousand
only) towards partial cost of training/ other
Misc. Expenses.
Therefore, for this purpose, he/she along with
two sureties will have to execute a duly
stamped Bond.
The sureties should be of sound financial
standing and good for the amount.
FOR Post Code- 04 (OFFICE ASSISTANT)
Before joining as Office Assistant, the
selected candidates will be required to give
an undertaking to
serve the Malwa Gramin Bank for a minimum probation period i.e. for one
year. In the event of
resigning
from the Malwa Gramin Bank before the expiry

liquidated damages of Rs. 25,000/-(Rs. Twenty

ACTION AGAINST CANDIDATES FOUND GUILTY OF
MISCONDUCT
Candidates are advised/warned in their own
interest that they should not furnish any
particulars that are false,
tampered,
fabricated and should not suppress any
material information while filling up the
application form and
submitting
the certified copies/ testimonials. At the
time of written examination/ interview, if a
candidate
is(or
has been) found guilty of (i) using unfair
means during the examination or subsequent
selection
procedure or (ii) impersonating or procuring
impersonation by any person, or (iii)
misbehaving in the examination
hall
or taking away the question booklet(or any
part thereof)/ answer sheet from the
examination hall or
(iv)
resorting to any other irregular or improper
means in connection with his/her candidature
for
the selection, or (v) obtaining support for
his/her candidature by any unfair means, such
a candidate may,
in
addition to rendering himself/ herself liable
to criminal prosecution, a) shall be
disqualified from
the
examination/ interview for which he/she is a
candidate, b) shall be debarred, either
permanently or
for
a specific period from any examination or
recruitment conducted/selection held by Malwa
Gramin Bank
c)
shall be terminated from service, if he/she
has already joined the Bank.
Note: The Bank would be analyzing the response
of a candidate with other appeared candidates
to
detect patterns of similarity. On the basis of
such an analysis, if it is suspected that the
responses
have been shared and scores obtained are not
genuine/ valid, the Bank reserves the right to
cancel his/her candidature.
15. Employees of Malwa Gramin Bank are also
eligible to apply for the posts as
aforesaid
subject to fulfilling the specifications
stipulated.
Such employees will be governed by the Bank’s
extant circulars/notifications on the subject.
A
candidate,
who become employee of the Bank after the date
of this advertisement, would also be governed
by the
Bank’s extant circulars/memos/notifications on
the subject.

Competent Authority for Issue of Certificate

If the verification reveals that the
claim of the candidate to belong
to Other Backward Classes or not belong to
creamy layer is false, his/ her services will
be terminated forthwith
without assigning any further reasons and
without prejudice to such further action as
may be taken under the
provisions
of Indian Penal Code for production of false
certificate. The crucial date for this purpose
will be last date
of receipt of application.
(b)
For Physically Challenged
– the Competent Authority to issue Disability
Certificate shall be a Medical Board
duly constituted by the Central or State Govt.
The Central/ State Govt. may constitute
Medical Boards consisting of
at least 3 members out of which one shall be a
specialist in the particular field for
assessing loco motor/ cerebral/
visual/ hearing disability as the case may be.

17. GENERAL INSTRUCTIONS:
a)
The candidates are required to apply on-line
through website
“www.malwagraminbank.com”
No other
means/mode of application will be
accepted.
b)
If a candidate is eligible and desires to
apply for more than one post, he/ she should
submit
separate
application on-line through website
“www.malwagraminbank.com”
for each post together with separate
fees/
postages, as applicable.
c)
As the applications are to be processed by a
Computerised system, it is essential that
on-line application
is
filled properly & complete in all respects.
Application should not be sent to the Bank’s office.
d)
Care has to be taken by the applicant while
putting information in the on-line application
relating to the relaxation
sought based on caste/category etc. as no
further changes wiil be allowed in the
application.
e)
Before applying for any post the candidate
should ensure that he/she fulfils the
eligibility criteria and other norms
mentioned
in this advertisement. Bank would be free to
reject any application at any stage of the
recruitment process,
if the candidate is found ineligible for the
post for which he/she has applied. The
decision of the Bank shall be final
in taking decision on qualification and other
eligibility norms.
f)
Application once made will not be allowed to
be withdrawn and the fee once paid will not be
refunded on any
account
nor would this fee be held in reserve for any
future examination or selection.
g)
The candidates must affix their recent
passport size coloured photograph (without
dark glasses) from the same
negative
at the places indicated in the call letter and
must sign across the photograph after it is
affixed so that a
part
of the signature spreads over the call letter
beyond the photograph. They should also keep
some copies of
the same photograph for future, if required.
Please note that Black & white photograph will
not be accepted for
appearing in the written test and interview.
Candidates are advised not to change their
appearance till the entire
recruitment process is completed. Failure to
produce the same photograph may lead to
disqualification. Candidates
are also advised not to change their signature
at any point of time during and after the
recruitment process.
h)
Candidates serving in Government/Quasi Government
offices, Public Sector undertaking including
Nationalised
Banks and financial Institutions will be required to
submit 'No Objection Certificate' from the
employer at the time of
interview, failing which their candidature may
not be considered. Before appointment in the
Bank, a proper discharge
certificate/ release order from the employer will have
to be produced.
i)
The Bank, at present, is operating in five
districts namely Sangrur, Barnala, Fatehgarh
Sahib, Patiala and SAS Nagar
(Mohali).
Most of the branches are in remote rural
areas, therefore, only candidate willing to
serve anywhere
in present and future area of operation of
the Bank should apply.
j)
The bank reserves the right to modify/
amend/reverse/cancel any or all of the
provisions of the recruitment
process, without assigning any reasons
thereof.
k)
Decision of the Bank in all matters regarding
eligibility of the candidate, the stage at
which scrutiny of eligibility
is to be undertaken, the document to be
produced for the purpose of the conduct of
examination, interview,
selection and any other matter relating to
recruitment will be final and binding on the
candidate. No correspondence
or
personal enquiries shall be entertained by the
Bank in this behalf.
l)
The bank reserves the right to raise/modify
the eligibility criteria pertaining to
educational qualification
(including percentage of marks secured in
Graduation) and /or work experience. Depending
upon the
requirement,
Bank reserves the right to cancel
/restrict/curtail/enlarge the recruitment
process, if need so arises,
without any further notice and without
assigning any reason therefore.
m)
The Bank shall not furnish the mark-sheet of
selection process to candidates.
n)
No correspondence will be entertained from any
ineligible and non-selected candidates.
o)
Selected candidates, at the time of joining,
will have to execute a service bond for
probation period for
all the posts advertised.
p)
The Bank at its discretion, may re-hold
written test/ interview, wherever necessary in
respect of a
centre/venue/specific
candidate(s) and/or all centres/ all
candidates.
q)
The Bank shall not be responsible for an
application being rejected, which is based on
wrong information
provided in any advertisement issued by an
unauthorized person/Institution.
r)
All communications will be sent at the address
given by the candidate for correspondence by
ordinary post
and
requests for sending letters to a different
address subsequently will not be accepted.
Candidates are advised
to
make their own arrangements to get their call
letters collected from the addresses given in
the application in such cases
s)
Any request for change of address/ E-Mail
ID/other particulars will NOT be
entertained.
t)
Any resultant dispute arising out of this
advertisement shall be subject to the sole
jurisdiction of the courts
situated at Sangrur.
u)
In case any dispute arises on account of
interpretation of version other than English,
English version will prevail.
v)
Bank takes no responsibility for any
certificate/remittance sent separately by
candidates.
w)
Mobiles, telephones, pagers or any other
communication devices are not allowed inside
the premises
where the examination is being conducted. The
candidates are also not permitted to use or
have in possession
of
calculators or any other such instruments in
examination premises. Therefore, candidates
are advised in
their own interest not to bring any of the
banned items including mobile
phones/pagers/telephones/
calculators
to the venue of the examination, as
arrangement for safekeeping cannot be assured.
Any infringement of these instructions shall
entail cancellation of candidature and
disciplinary action including
ban
from future examinations.
x)
The candidates will appear for the written
examination at the allotted centres at their
expenses and
risks
and the Bank will not be responsible for any
injury/loss etc, of any nature.
y)
Candidate in their own interest are advised to
apply on-line much before the closing
date
and not to wait till the last date for
depositing the fees to avoid the possibility
of
dis-connection/ inability/failure to log on
the Bank’s website on account of heavy
internet/website
jam.
The bank does not assume any responsibility
for the candidates not being able to submit
their
applications by the last date on account of
the aforesaid reasons or for any other reason.
z)
Appointment of selected candidates is
subjected to his/her being declared medically
fit as per the
requirement of the Bank and upon satisfactory
verification of their character, antecedents
and caste certificates
(wherever applicable). Till such time, their
appointment will be provisional. Such
appointments will be subject to
the
Service & Conduct Rules of the Bank.
aa)
The selection of the candidates will be mainly
on the basis of written test and interviews.
The bank reserves
the
right also to hold skill test/ any other test
wherever deemed necessary.
bb)
Canvassing in any form will be
disqualification.
cc) 'Acquaint Yourself' booklet will be
sent to the candidates along with the call
letter for written test.
dd)
Bank reserves the right to decide schedule of
interview as per its convenience. Candidates
should
carry the print of online application form,
counterfoil of
fee receipt.
(photocopy of
Candidate’s copy) and all supporting documents
(proof of age, education, experience and
caste)
in
original along with a copy of same at the time
of interview. Please note that actual scrutiny
of
the facts declared by the candidate in the
application form will be done only on the day
of interview. Candidates not qualifying the
eligibility criteria, or failing to produce
any required
document
on the day of the interview will not be
allowed to attend the interview and his/
her
candidature will stand cancelled. Only
candidates found prima-facie eligible will be
allowed
to
attend the interview.
ee)
Admission to written test examination will be
purely provisional without verification of
age
/ qualification/ category (SC/ST/PC) etc. of
the candidates with reference to documents.
ff)
Candidate’s admission to the test is strictly
provisional. The mere fact that the admission
letter
has been issued to the candidate does not
imply that his/ her candidature has been
finally cleared by the Bank.
gg) Original fee receipt will have to be
submitted with the call letter at the time of
written
examination.
hh) Reserved category candidate will have to
produce his/her original caste certificate/
relevant certificates,
issued by Competent authority at the time of
interview, failing which
his/her candidature shall be cancelled
and he/she will
not be admitted for interview. The candidate’s
appointment will remain provisional subject to
caste/
tribe certificates being verified through
proper channel and verification of
testimonials. The
candidate’s
services will be liable to be terminated
forthwith without assigning any reason in case
the
above
verification reveals that his/ her claim for
belonging to SC/ST/OBC/PWD category and other
testimonials
is false.
The bank also reserves its right to take such
further action against the candidate, as it
may
deem proper, for
production of such false caste certificate.
ii) OBC candidates,
availing reservation will have to produce OBC
certificate with Non-creamy layer clause
at the time of
interview. OBC certificate should not be
more than one year old as on the last date
of application.
In addition to OBC certificate, the candidates
are required to submit a declaration for
availing
reservation of
OBC on prescribed format at the time of
interview. Candidates belonging to OBC
category but
coming in the
‘CREAMY LAYER’ are not entitled to OBC
reservation and age relaxation. They should
indicate
their category as
GEN OR GEN (OH/ VH/ HI) as applicable.
jj)
Information relating to reservations based on
caste/PWD/XS
once filled at the time of ON-LINE
submission of application will be final. No
further changes will be allowed. Candidates
are advised to be
very careful while filling the category
(SC/ST/OBC/ GEN. etc) and other details in the
application.
kk)
Candidate will not be allowed for the written
test if they fail to carry the
photocopy of fee challan
and call letter with passport size photograph
pasted on that.
Candidates will not be allowed to
attend the Interview, if they fail to carry
the printout of
on-line
application, duly signed and all
originals
and attested copies of testimonials as
detailed above. Illegible or mutilated
testimonials will be rejected
forthwith and the candidates will not be
allowed for the Interview. Applications
containing incorrect/
misleading information will lead to the
candidate being disqualified, as and when
detected, irrespective of the
stage
of selection process and will also lead to
dismissal from the services of the Bank, on
its detection
anytime after appointment. The Bank will not
entertain any correspondence from these
candidates.
ll)
Banking is a versatile activity, which needs all round
grooming of the selected candidates.
Accordingly,
the candidates recruited/selected in the bank,
will be required to acquire overall knowledge
of various
facets of banking for which the bank will provide
necessary on- the- job/ theoretical training
at its branches/ offices
and training institutions so as to enable the
candidates recruited, to perform/undertake all
types of banking activities.
mm)
The selected candidates will be given designation as
per the Bank’s requirement and their services
may be
utilized for marketing, making customer calls,
providing banking services, advisory services
and cross selling
products etc. inside and outside the Branch premises.
The job involves extensive outdoor traveling,
flexible
working hours and working in shifts.
